The Golden State Bail Agents Association (GSBAA), founded in 2004, is a trade association representing the California bail industry. The purpose of the association is to promote the understanding of the bail industry’s important role in California’s criminal justice system and to protect the rights of its members. The Association is headquartered in Sacramento, California, but has members throughout California.
As a trade organization that represents bail agents throughout the State of California, we know that we provide a Constitutional right that is guaranteed in the U.S. and California Constitutions. Taking away this right would subject people who are arrested to a government-run and taxpayer-funded program.
Currently, the bail industry has over 300,000 people out on bail at any given time at no cost to the taxpayers. Currently, the bail industry through premium tax, court costs and payments of bail bonds funds the State at a sum of over $200 million dollars annually.
Senate Bill 10 (SB10) entitled The California Money Bail Reform Act of 2017 – Is very misleading – This bill is not bail reform, it’s BAIL ELIMINATION!
Here’s what the bill author (Sen. Bob Hertzberg) and other bail reformers say:
“California’s broken bail system punishes the poor.”
“Bail is intended to protect the public and ensure a defendant shows up for court hearings but the current system is ineffective and unjust.”
“California lawmakers want to reform a bail system they say punishes the poor for being poor.”
“National research shows money bail does not reduce the rate of failures to appear in court.”
“The commercial bail system wastes resources, hurts communities and fails to stop the cycle of crime.”
Current Status of SB10 – Do to the hard work that Golden State Bail Agents Assn and other groups have been doing, we have been able to expose the many untruths and misrepresentations about the bail Industry. Consequently this has resulted in stopping the bail reform legislation in the assembly. The bill is currently stalled in the Assembly Appropriations Committee.
However, our victory has led our enemy to double down in their attack. They are not going away! They are very well funded and continue to put out propaganda through the airwaves and other mediums to discredit the bail industry. It is imperative that we, as an industry, continue to stay focused on exposing the untruths and misrepresentation that are in every hit piece they put out.
